This Tsitsihar circualr h.s. is only seen in 1907. 1907.7.20 齊齊哈爾寄北京。雙掛號紅條封，背貼蟠龍2分雙連 + 5分雙連，銷少見之“黑龍江 / 齊齊哈爾”圓戳，旁鈐齊齊哈爾掛號章。7.26經牛莊。抵北京。此齊齊哈爾圓戳僅見於1907年。
