Stephen Yen belived that this cds was used in Foochow Inner City branch. Also, he only recorded this Foochow City registered mark in 1902 and 1903.1905.8.29 福州寄青島。紅條封，正背貼蟠龍1分雙連x2 + 1角，銷少見之福州挖海關日戳。正鈐“FOOCHOW CITY”全英文掛號橫戳。9.23抵膠州。嚴平西認為福州挖海關日戳於福州城內分局使用。而FOOCHOW CITY英文掛號戳在嚴平西記錄中亦僅見於1902及1903年。
