Kuang Hsu / Guangxu Year 27 (1901) Submission to the emperor while in exile in Sian, from the Minister of War regarding promotion of officers suppressing rebels in Anhwei province. The submission was returned with comment "Royal Decree: agreed" and "seal of Ministry of War en tour". This rectangular temporary seal was only known used in this exile.

光緒二十七年（1901）兵部漢文奏折，奏安徽寧國府哥老會起事被鎮壓、官員請獎事。上批“奉旨﹕依議”欽此。鈐“行在兵部關防”。當時慈禧挾光緒帝“西狩”，無法正常視事，由臣工代批。
