Given the urgency and date of this cover, the content was probably about the Boxer Rebellion. Hunan was under Mutual Defense Pact of the Southeastern Provinces by that time. 光緒二十六年（1900）大型公文封，由兵部寄湖南巡撫，寫有“密報”及“加急由馬上飛遞”。由年份和緊急程度推測，內容可能與義和團有關。當時湖南為東南互保之省份之一。
