Commissioner handfilled d.s. Arrived Labrang (24 Sep). Returned to
Shanghai via Lanchow (20 Feb). In 1929, the province of Tsinghai
was founded but Labrang refused to be part of Tsinghai due to its
hostilities with the muslim worlords and therefore remained in
Kansu. It is the probably the first postal service example in
Labrang.
