5c. According to Sino-Japanese postal convention, mails franked
with Japanese stamps from Japanese posts in South Manchuria Railway
terrority were required to be franked with Chinese stamps as well
for sending to China proper; otherwise postage due would be levied.
The Japanese were not satisfied with this measure as it was not
considered postage due before the China-Manchukuo mail exchange in
1934.

奉天寄北京,貼日本票5錢,銷奉天日本客郵局日戳。10.11抵北平,加貼民國欠資票5分。按中日郵政協定,由南滿鐵路附屬地日本客郵局寄出、貼日本郵票之郵件,另需貼中國郵票才能寄至中國內地,否則將被判為欠資。日方對此不滿,指華滿通郵前中日兩國概不徵收欠資。詳見何輝慶著《1934華滿通郵談判暨相關郵史》。
