Xianfeng Year 1 (1851) submission from the Viceroy of Hunan-Hupeh to the emperor, charging local officials failing to maintaining loa and order in localities. Returned by the Imperial Court with emperor's comment "The Ministry to propose penalty".

咸豐十一年（1851）硃批題本，湖廣總督題本，查參疏防各職事，上有咸豐皇帝硃筆“該部議奏”。
