1912 Shanshan (30 Nov) to Turfan. Large official cover, f.w. unovpt Coiling Dragon 1c + Statistical Dept ovpt. ROC 3c in strip of 4, tied by Sinkiang Shanshan cds., along with AR mark and registered mark. Arrived Turfan (2 Dec). It is the earliest usage of Coiling Dragon ovpt. ROC issues in Sinkiang. Double-registered intra-Sinkiang rate is also peculiar as most of the similar examples paid registered rate only and enjoyed official mail concessionary double registration service.

1912.11.30 鄯縣寄吐魯番。大型公文封，貼未加蓋蟠龍1分 + 宋字蟠龍3分直四連，銷新疆鄯縣腰框日戳，旁見AR章及掛號章。12.2抵吐魯番。此為貼用民國蟠龍票之最早新疆郵件。貼付雙掛號郵資亦較少見，因為大部分相似公文例子都貼用單掛號郵資便可享雙掛號服務。
