Hsuan Tung Year 1 (1911) Tihwa (13 Dec) to Turfan. Large official cover from the Chief Secretary of Sinkiang, frankless, applied with Tihwa origin cds, AR mark and registered mark. Arrived Turfan (16 Dec). Wenbaoju in Sinkiang was established rather late (1910) and operated until 1914 which was later than those in other provinces. This example was probably registered for monthly payment and therefore frankless.

宣統一年（1911）迪化寄吐魯番。大型公文封，寄自甘肅新疆布政使司，無貼票，鈐迪化始發日戳、AR章及掛號章。10.26抵吐魯番。新疆文報局到1910才成立，較大多數省份晚，並到1914年才裁撤。此封採用公文掛號聯單交案制度，即零寄整付，故無貼票。
