1938. Official registered mail of Tientsin High Court of the puppet government, sent 30 Jan to Hengshui Government. However Hengshui was controlled by communist and rejected the Court Order. The post office then annotated “County Government does not exist” on 5 Feb and returned the Order. Returned to Tientsin 9/10 Feb.
