In this month (the 10th month of the year) there were 56 royal mails, including those to Sining Amban of Tsinghai as well as the Governor of Sinkiang. There was a return of 50 carriage warrants, which granted the bearer (usually local lords and chieftans, senior officials or their agents) free transport, board and lodging in all Yizhan enroute.光緒十九年（1893）兵部奏本，報十月分發出上喻和各省繳到堪合火牌清單。
