In combination with French imperf postage due 15c + 5c, tied by "HOIHAO / ILE DE HAINAM" French PO (6 Oct) arrival cds. Very rare usage of French postage due stamps on Hainan Island. Although Hoihao PO was dependent on French Indochina, it was considered a French PO abroad and therefore 15c domestic rate did not apply. The correct rate should be 25c. Double of the due amount was imposed.
