1911 (Oct) Yizhan military lettergram, addressed by commander Wang Zhanyuan from Chumatien to the Ministry of Army, Wuhan. The commander was making excuse not to send troops to supress the Revolution. One of the five such military lettergram recorded, all in the same Minister of the Army correspondence.
