1928 Suilai (11 Oct) to Germany. Junk ovpt. Limited to be sent from Sinkiang 3rd print 4c PSC, tied by Suilai bilingual cds. Transit Wusu (13 Oct). Showing "Via Russia" cachet. International postcard rate was raised to 6c since 1 Jan 1922, therefore the postage of this card was insufficient since issuance. However, no postage due was levied on this example.

1928.10.11 綏來寄德國。第三版帆船加蓋“限新省發寄”4分郵資片，銷綏來三格英漢日戳。10.13經烏蘇。另見“由俄國轉”指示戳。由於1922年1月1日起國外明信片郵資提升至6分，故第三版帆船4分片自發行起郵資已不符。但此例卻未判欠資，奇特。
