1914 Tihwa (19 Aug) to Turfan. Large official cover, stated containing 2 letters, f.w. Coiling Dragon London ovpt. ROC 1c in pair + Statistical Dept ovpt. 3c in strip of 3, in total of 11c double weight registered intra-Sinkiang letter rate, tied by Sinkiang Tihwa cds. Coiling Dragon ovpt. ROC issues were ordered to be withdrawn from usage in Mar 1914 but they were still in use in Sinkiang until May 1915.

1914.8.19 迪化寄吐魯番。大型公文封，寫有“內二件”，貼楷字蟠龍1分雙連 + 宋字蟠龍3分三連，合1角1分雙倍重量新疆省內掛號郵資，銷迪化府腰框日戳。民國蟠龍票於1914年3月已頒令停用，但在新疆則一直使用至1915年5月。
