1940 cover in the hand of Huge Richardson to Captain Gantz of Bombay, affixed with complete set of Third Issue tied by Lhasa handstamp. Huge Richarson was the head of British Mission in Lhasa. Said to be sent on 22 Feb 40, the inaugural ceremony date of 14th Dalai Lama. Philatelic but historical.
