In 1943, the United Nations Relief and Rehabilitation Administration (UNRRA) was agreed to be established to provide supplies and services to areas under occupation by the Axis Powers. The largest project was the China program. The China Office was opened in Shanghai at the end of 1944, and operated until December 31, 1947.
